This is the 15th series of Detective Conan movie. After ‘The Lost Ship in the Sky’ and ‘Raven Chaser’. This film takes place in a village near mountain called Kitanosawa Village, in Niigata Province. It starts with a threatening letter addressed to the Tokyo Governor. It said “By the haughty and arrogant means you’ve operated your 4-year Tokyo administration, divine punishment shall ensue. This is not merely a threat. All has been prepared. I await the opportune moment to commence. The right to decide the fate of the Tokyo governor lies solely in my hands!” It’s happened when the Governor, Asakura Yuuichirou, open the opening of 15th Tokyo Line railway.

Conan heard about it. He spotted the bomb that planted under the railway. And accidently get a shadow picture of the culprit. Luckily, Conan can inform the Police Officers who guard the Governor at the right time and prevent a life lost. Afterward, this incredibly smart boy feels disturbed with the real motive of this culprit. And he ended up at the deduction that he plated the bombs because of the placement of dam at Niigata that the Governor planed. That plan was finished when the Governor is still a Minister of Land, Infrastructure, Transport, and Tourism of Japan. So, with his friends and also Mouri’s family, he go to Kitanosawa village.

At there, he meets a group of adult-aged childhood friend who having a reunion. A man with a pointy eyes, a hunter with tragic past, stumpy guy with a little hatred, woman wearing glass, and kind nurse who has her own problem. And the major case begins.
